Safeguarding Children Involved in Com Groups

Investigations into Com Groups such as Op Kayak have taught us that a criminal justice approach alone will not work. Op Kayak, led by NWROCU, arrested and charged three teenage boys with attempted murder for livestreaming the suicide of a teenage girl with mental health issues. All three stated that their arrest would not change their behaviours and would continue to engage with their com group, similarly the safeguarding of the young victim did not change her desire to continue to self-harm for the group. This reinforces the need to ensure we deliver a coherent PREVENT Strategy.

This panel will discuss how we can safeguard young people drawn into harmful subcultures online, bringing together experiences from Academia, Law Enforcement, Social Services and Child Protect Charities.

CSE Grooming Text Communications Analysis: NPCC Test and Learn outcomes with D&C POLIT and Securium

Structured evaluation of the NPCC’s Test and Learn project with Devon & Cornwall Police. Securium-Safeguard was deployed within D&C operational POLIT environment to assess consistency, repeatability, and investigative value when analysing overwhelming volumes of CSE conversations. Outcomes included significant time savings such as 36 hours saved in a single case.

Innovative Partnership Working to Identify and Safeguard Children

West Yorkshire Police will share their journey of innovative partnership working to identify and safeguard child victims. 
Working together with schools and children’s services they have evolved their unique approach to identifying child victims of online and physical abuse to identify and safeguard a significant number of children. Transitioning from national image sharing to an algorithm-assisted, system-driven review against dedicated datasets, this work has demonstrated proof of concept and established a foundation for the use of such technologies—under appropriate human oversight—in identifying and safeguarding vulnerable individuals.
Sarah, Paul and Dan will talk through the journey they have been through, the legal and ethical challenges they have faced and the success they have had on this journey that is continuing to revolutionise child identification and safeguarding opportunities.

Drawing on the global Our Voice survivor survey, this research report compares the long-term negative impacts of online child sexual abuse with offline abuse. It highlights survivors’ experiences, providing insights to guide prevention and deliver survivor-centred support for those affected by technology-facilitated child sexual abuse.

Launch of the ECHO Survivor Hub

This session marks the formal launch of the ECHO Survivor Hub - a new, groundbreaking initiative transforming the response to survivors of CSA whose images have been shared online. ECHO Survivor Hub will actively search for and remove survivors' imagery from circulation, support law enforcement to engage with survivors, amplify survivors’ voices in criminal proceedings, increase survivors' awareness of compensation options, and offer access to dedicated peer support digital resources. The project will launch in the UK, with an ambition to go globally.

Recent Evolutions in Online CSA Offending: An exploration of offender adoption of emerging technologies and the growth of sadistic online exploitation

This session will discuss a recent case study which identified a worrying new model of commercialisation of CSA, which then fed into more niche Online Sadistic Exploitation Groups. The speaker will discuss the issues this raised for policing and the difficulties, in both suspect and victim rehabilitation, along with the worrying normalisation of self-generated child sexual abuse material which stemmed from this.

“Fake or Real? Know the Deal” - Pioneering Co-Creation Between Policing and Industry to Deliver Ground-Breaking Digital Safeguarding

The Essex police media and communications team and POLIT have achieved a first for policing, by working with BT and EE to create a pioneering digital safeguarding campaign which features in EE stores, schools, and in the online space across the country. This workshop will discuss what is now widely recognised as one of the UK’s most forward-thinking prevention initiatives. It will explore how the partnership moved safety campaigning beyond traditional messaging and enforcement activity and used accessible and captivating digital methods to demonstrate the importance of early intervention, education and confidence building. This in turn is empowering children, families and professionals to recognise risk, make informed decisions and act before harm occurs.

The Power of Media to Create Impact: awareness, market forces, and policy

Last year, Sean talked about the dark side of the creator economy. This year he will bring us up to date on how 200 million creators online and generative AI are reshaping the media industry. It is a somewhat-scary and unknown environment, but opportunities abound for those who move fast and try things. 

Dr Kelly Leahy will then walk the audience through her research and a step-by-step process to break-through the noise in a world of media abundance. Impact and real change come from changing the conversation. She will lean on her background in children's television and demonstrate how that works and how it can work today.

Sean will close the session with a way to think and act in this new media landscape: we need to raise the profile and urgency of online child abuse. Taking lessons from Kelly's process, the answer is a multi-audience, multi-platform set of shows that raise the conversation. This is the most powerful force in the splintered, pervasive and super-niche media world of the creator economy.
